The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.

The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. Correction of 01.10.2026. "$780", "1.5 %" and "a vote with triple weight" in this chapter are a worked example for the US written before the decisions of 30.09.2026. The current norm: the size of the payment is set as a percentage of the median income and approved by referendum; one ballot is one vote, there is no multiplier ("triple weight" is the arithmetic of a share: the more people exit, the larger the share each ballot cast makes up, equally for everyone who votes); the jurisdiction's budget pays under law, a candidate never pays; only a referendum introduces or changes the rule, an elected body cannot; numbers on election outcomes and words about inevitability in this chapter are estimates and theses, there has been no pilot (1d, 048m).

49.1. The dictator outlasts democracy

Putin has outlasted Bush (8 years), Obama (8), Trump (4), Biden (4), Trump-2 (4) = 28 years, five presidents. Each starts from zero, builds "his own" policy, cancels his predecessor. Putin = one, strategy = one, memory = one. Xi Jinping will outlast 6–7 American presidents. Erdoğan — already his fifth. Orbán — his fourth. Lukashenko — his seventh.

Each new president = a reset: two years figuring things out, one year acting, one year of election campaign. Effective = one year in four. The dictator: 20 out of 20. The ratio of effectiveness by time: 1:20.

Obama: a "Reset" with Russia. Trump: "I'll talk to Putin." Biden: "Putin = a killer." Trump-2: "We'll make a deal." Four opposite strategies in sixteen years. Putin: one strategy for 24 years. The winner is not the one with the truth — the one with consistency.

Democracy spends $26B every four years deciding WHO will be the leader. The dictator spends $0. $26B × 5 cycles = $130B over twenty years spent on itself rather than on the adversary.

The strength of democracy (rotation) = a weakness in geopolitics. The dictator does not need to defeat democracy — outlasting it is enough.

49.2. How AB-EXIT kills the patience bonus

Three changes at once.

First: the formula does not change with the president. D = M × 1.5 × X % — a constitutional lock. Trump or Biden or Goodman — the formula is the same. The dictator cannot "outlast" a formula. A formula ≠ a person. You cannot wait it out. It does not tire, does not lose elections, does not change course. Putin outlasted five presidents. Putin cannot outlast D = M × 1.5 × X %.

Second: the quality of leaders rises every cycle. Now: showman → bureaucrat → showman → replacement (it swings). With AB-EXIT: engineer → doctor → professor (each better). The dictator gets worse every year (ageing, paranoia, isolation). After three cycles (twelve years): the democratic leader is more competent than any dictator — because he has come through competition with three "Goodmans" rather than with nobody.

Third: $26B → $0. Money for advertising is useless (the audience left for $780). The dictator has lost the asymmetry of resources.

49.3. Pendulum 180° → continuum 20°

Today two-party politics = a pendulum. A Republican is OBLIGED to cancel a Democrat — his base (apathetics mobilised by shouting) demands it. Trump cancels the Iran deal not because the deal is bad — because cancellation = a shout for the base.

With AB-EXIT: the apathetic have left for $780. The motivated do not need a shout — they need a result in dividend dollars. A candidate who promises "I'll cancel EVERYTHING" = promises instability = minus dividend. The motivated do not vote for minus.

A third party appears automatically (the spoiler effect disappears). With three parties = gravity towards the centre. The Republican wants 180°, the Democrat 0°, Goodman 90°. Winning requires a coalition. Republican + Goodman = 135° (not 180°). Democrat + Goodman = 45° (not 0°). Range: 45°–135° instead of 0°–180°. The amplitude has halved.

Coalition = compromise = agreement: "I won't cancel the Iran deal if you don't cancel the sanctions on China." Compromise = stability.

49.4. The dividend = the price of a reversal in dollars

A 180° reversal of foreign policy = market instability = the W-2 median falls = the dividend falls. The motivated voter sees: "under stable policy +$40/year, under a reversal −$3". The formula does not forbid the reversal — it makes the reversal visible in dollars. Visible in dollars = politically expensive.

Instead of Obama 0° → Trump 180° → Biden 0° → Trump 180° = Obama 0° → next 20° → next 35° → next 15°. Swings of 20° instead of 180°.

49.5. Iran does the sums — and signs

Iran sees: American policy has changed by 20°, not 180°. At 20° it is rational to sign a long-term agreement. At 180° it is rational to wait for the next president. Today Iran rationally waits — why make a deal if it will be cancelled in four years? With AB-EXIT: the next president will change things by 20°, not 180°. Twenty degrees = one can live with it. One hundred and eighty = one cannot.

The dictator loses his only advantage — patience. Outlasting 20° = pointless. The next 20° = in the same direction.

49.6. One formula — from the municipality to geopolitics

Municipal → state → federal. At every level the same effect: shout → calculation, pendulum → continuum, 180° → 20°. Putin outlasted Bush. Putin will not outlast the formula. Because the formula ≠ a person. A formula cannot be waited out, bribed, persuaded or intimidated. A formula can only be outlived. And a formula does not die.



50.1. Whom censorship fears

Germany banned Mein Kampf (until 2016; now with commentary) not because the text is dangerous in itself — scholars read it freely. But because the uneducated voter reads it → votes for a neo-Nazi party → Weimar 2.0. The fear = apathetic + propaganda + ballot box = catastrophe. The EU adopts the Digital Services Act, Facebook removes content, Twitter moderates — all because the apathetic sees a fake → votes on the fake → the result = Brexit, Trump, Bolsonaro. The whole "fighting disinformation" industry = $2B/year. Because the apathetic is vulnerable.

50.2. The audience of extremism = the poor and the disappointed

The electoral base of every populist wave: AfD = the eastern German Länder, below-average income, below-average education. Le Pen = rural France, the working class. Trump 2016 = "forgotten men and women", without higher education, a +39 % margin. Orbán = rural Hungary. Every wave = the poor and the disappointed.

Under AB-EXIT: $780 for a family with an income of $25K = three weeks of life. Mein Kampf = zero dollars. The choice between $780 and ideology = $780 wins for 95 % of that audience.

50.3. Ideologues without an army = noise

What remains are the convinced ideologues — educated, radical, committed. How many? The NPD (Germany's most radical party) = 0.3 % of the vote. Real ideological Nazis = tens of thousands out of 60 million voters. They vote for Nazis now. They will with AB-EXIT too. But 0.3 % = noise, not a threat.

The threat = when 0.3 % of ideologues mobilise 15–20 % of apathetics. Hitler 1933: the Nazi core = 5–8 %, but they mobilised 37 % through crisis + propaganda + poverty. Without the mobilised apathetics = 5–8 % = nobody. With them = Chancellor. AB-EXIT: the 30 % Hitler mobilised out of poverty and despair = would have taken $780. Not from love of democracy — from love of $780. What would remain = 5–8 % ideologues. With 5–8 % you cannot become Chancellor under any arrangement.

50.4. Censoring supply vs eliminating demand

Censorship fights supply (bans texts). AB-EXIT fights demand (removes the audience). A text without an audience = harmless. An audience without a text = will find another. Censorship is circumvented (the internet, the underground, Telegram). A financial barrier cannot be circumvented — $780 is already in the account; returning to the ballot box = giving up the money.

AB-EXIT creates a financial barrier between propaganda and the ballot box. Not censorship but a price. $780 = the price of an impulse. Propaganda works on impulse. Impulse + a four-year Cycle Lock + $3,120 forgone = a dead impulse.

50.5. What can be permitted — and what cannot

AB-EXIT does not mean "permit Mein Kampf". Three reasons for restrictions remain: violence (a radicalised reader may pick up a weapon rather than vote), normalisation (free sale = "a normal point of view", children see it on the shelf), the dignity of the victims (a moral position of Germans, not an electoral one).

BUT: electoral censorship becomes unnecessary. Not the ban on Hitler's book but Facebook's moderation. Not the censorship of hate but the censorship of political content. With AB-EXIT: the apathetic took $780, does not vote, the fake does not affect him electorally. The motivated sees the fake → checks → does not believe. The target audience of fakes = the apathetic. No audience = fakes are useless = moderation is not needed.

AB-EXIT makes useless not Hitler's book but Cambridge Analytica's advertising. That is subtler than "permit everything". The electoral reason for the ban weakens to zero. The moral one remains. Remove the demand and the supply dies by itself. Adam Smith. Again.
