The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.
The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. The Sociology of the Operator: an Analysis in the Optics of Konstantin Gaaze¶
Chapter: 06 — Structural Hypocrisy and the Arsenal of the Elites File: 06_038 · v1 · 12 June 2026 (session 35)
Purpose¶
Gaaze is a critic of a different type from George (economics), Fraenkel (law) or Sen (philosophy): a sociologist of power of the Weberian school, analysing the machinery of domination — how decisions are really made, through which informal mechanisms. His optics revealed three blows; after the protocol author's adversarial pass two were removed completely, one was accepted and yielded the strategy's most valuable question — "the question of the office". The section records both passes.
Three blows of the first pass¶
Blow 1 — "where have you seen such a state?" The mechanism is designed for a state with a bureaucracy that executes formulas and courts that protect registers. In a hybrid regime the formula will become a tool: the dividend — a loyalty payment, the A/B register — a card index of the disloyal, the referendum — a plebiscite of love for the government.
Blow 2 — the social meaning of money. There is no money without meaning: the payment will be read as compensation, alms or "a pension for political death"; a stratification "dividend-takers vs voters" will arise — not legal, social.
Blow 3 — who is the operator? The state is not an abstraction but specific people with interests. Who administers the register, who has access to the data on choice B? Any mechanism is captured by the group that administers it; the real constitution is the operator's staffing table.
Analysis (the author's pass)¶
Blow 1 → inverted: self-verification without courts. The key question: which courts does the people need to understand that it has not been paid? None. AB-EXIT is the only political institution whose violation is verified without a single institution: the empty screen of a banking app is a protocol of violation, available to every victim in five seconds, without a lawyer. Freedom of speech requires a court and expertise; a stolen election requires observers and recounts in disputes over fractions of a per cent; non-payment is recorded in a figure without interpretation, simultaneously for millions, on one day. "Payment suspended in connection with clarification of the register" is not a legal position but a confession of robbery before each person personally. The mechanism does not need strong institutions — it needs one first payment, after which it itself becomes an institution stronger than the courts: its guarantor is millions of banking apps that can be neither bought nor dissolved.
Blow 2 → removed as non-specific. Shame, status games, "alms vs earned" are properties of any money in any society (pensions, benefits, maternity capital) since the Roman bread. One must assess the delta against the current world: today the non-voting poor man has poverty and invisibility; under AB-EXIT — the same poverty, money and the official status of one who made a choice. The one new social meaning: silence has acquired a price, the silent one a receipt. The symmetry of prestige: a double vote is also a status; the system issues two objects of pride, not one shame; a caste from which exit is free every cycle is not a caste.
Blow 3 → collapsed: no operator is needed, because there is no discretion. "The operator's staffing table" is a question from the world of complex payments (shares, categories, means tests — wherever a decision lives, an apparatus feeds). AB-EXIT has no administrative substance: the voter register exists (one votes by it), the sum is one for all (median × 1.5 % — a publication of the statistics agency, a schoolchild's calculator), the event is binary. Discretion can be captured; a formula can only be violated — and the violation is self-proving (blow 1). Gaaze's checklist compresses into one article of the charter: "Data on the A/B choice are used exclusively for payment and weight; any other use is a criminal offence." Not a department — an article.
The second pass: the question of the office¶
A reconstruction of Gaaze's reaction to the analyses: acknowledgement on all three points ("a formula cannot be headed"; "an empty screen is a protocol that need not be notarised"; "non-specific, I withdraw it") — and a reformulation of the attack one level up:
"The mechanism cannot be captured — agreed. But explain the moment of birth: who presses the first button, and why? You have proved irreversibility after the first payment — brilliant. By the same token you have proved that every government understands this no worse than you. You offer the elites a mechanism whose only property is that it cannot be taken back. That is how one buys a one-way ticket. All your 80 % are true after the ballot; my speciality is what comes before: the office where they decide whether there will be a ballot. Describe that office to me."
The project's answer — by zugzwang (08_047) and topology (08_048): the ballot is born not of virtue but of elite competition — the first fragment with nothing to lose raises the question → percentages in constituencies → the rulers choose between "give the topic to a rival" and "head it" (the Brexit precedent: Cameron called the referendum not from love of the people but so that UKIP would not eat his flank). In verticals — the middle layer as the customer of the sowing (10_056b). The government puts on the leash because the neighbour on the flank is already reaching for it first.
Verdict-reconstruction: "The mechanism is introduced through the very order of domination it abolishes — apparatus intrigue as the midwife of transparency. Write it down honestly: your plan relies not on the wisdom of the people but on the squabbling of elites. Then again, all working plans in history relied on exactly that. I have no objections left on the mechanism — what remains is professional interest: to look at the faces in the office where they will decide what is cheaper — to pay the people or to explain to them why not."
