The rule, exactly. Before an election each citizen chooses: to vote — or to take a payment and not vote in that election. The payment is a percentage of the median income, set by referendum; there is no fixed sum. One ballot is one vote, with no multiplier in the count; the vote is amplified only in that each ballot's share grows as others step out. The budget pays under law; a candidate never pays. Only a referendum of all citizens — simple majority, no quorum — introduces, changes or repeals the rule.

The protocol has been introduced nowhere and no pilot has been run: shares, turnout and outcome figures in the chapters are estimates, and the protocol promises nobody an election victory. If a chapter says otherwise, Exact Answers and the Charter are correct. For a candidate: ten questions and ten steps. 48c.1. The ladder and its deliberateness

The empirical ladder: a populist arrives democratically (Weimar, Venezuela, Hungary — through honest elections) → first of all breaks what makes lying expensive: the courts, the press, the universities — not from malice but rationally (they are competitors on the market of the picture of the world) → autocrat → with feedback gone → tyrant. The key question: does science describe that elites do this deliberately, to the detriment of their own nation? It does — with a line of disciplines, each its own floor.

48c.2. The shelf of diagnoses

Political science. Democratic backsliding / autocratization (Bermeo; V-Dem): the death of democracies by the legal steps of the elected. Levitsky–Ziblatt (06_039): the capture of referees, four markers — observable, that is deliberate actions. Executive aggrandizement (Bermeo): the gradual self-strengthening of the executive. Guriev–Treisman, "Spin Dictators" (2022): the modern autocrat rules by manipulating information; his rational first investment is the dismantling of independent sources of verification (informational autocracy). Verbatim: "not from malice but rationally".

Economics. Acemoglu–Robinson, extractive institutions: the elite consciously chooses institutions that impoverish the nation, because its share of a small controlled pie is larger than of a big uncontrolled one; development is blocked deliberately (creative destruction is dangerous for power). The impoverishment of the country is the price paid with others' lives for one's own irremovability. Olson, stationary/roving bandit: why, with a short horizon of power, it is rational to suck out everything. Kleptocracy, predatory state (Galbraith).

The production of stupidity. Agnotology (Proctor, Stanford): the science of the deliberate production of ignorance; born of the tobacco industry ("doubt is our product"), applicable to states one to one: ignorance is not the absence of knowledge but an industrial product with a budget and KPIs.

The terminal station. Democide (Rummel): in the 20th century governments killed more of their own citizens (169+ million) than all wars. The politics of eternity (Snyder): a power without a future consumes the present.

48c.3. The hole: pathology without cardiology

The common feature of the whole shelf: it is diagnostic and almost without prescription. Levitsky–Ziblatt in the finale propose "norms of forbearance" — a request to elites to behave well; Acemoglu–Robinson — "inclusive institutions" without a mechanism for how an extractive elite would voluntarily move to them. An exact diagnosis of cancer — and the recommendation "walk more". The reason lies in their own logic: since the elite's behaviour is rational in its payoff matrix, morality and enlightenment will not change it — only the matrix can be changed, and political science does not produce tools for rewriting matrices: that is the craft of mechanism design (§13).

48c.4. The missing prescription block

AB-EXIT takes the diagnosis exactly from this shelf (an extractive elite rationally dumbs down and impoverishes: the dumbed-down voter is its asset) and inserts what is missing: the asset becomes a liability (048b: the manipulable = a line of expense), feedback — un-switchable (the loaf against the television; a sensor below the level of propaganda), the ladder breaks at the first rung — a critical mass of the manipulable cannot be gathered in the ballot box (06_039: the drained river). Democracy is the only order that cannot defend itself from dumbing-down without killing itself (a qualification = the death of democracy; education = a generation of time, losing to the algorithms). AB-EXIT is an antidote compatible with universal suffrage: it does not take the vote from stupidity — it buys its exit, voluntarily and at retail.

The section's formula: the science of the death of democracies is pathology, exact and post-mortem; AB-EXIT is an attempt to make cardiology out of it.
